Estimating Resources Associated with Delivering Telemedicine-based Services at the Facility Level in Ukraine

This report is an assessment of the resources related to the provision of telemedicine services in Ukrainian health care institutions. The main objective of the study was to understand the current use of telemedicine and the costs of providing it with a particular focus on the components of these costs. This report will be used to justify further improvements to the purchasing mechanisms for the National Health Service of Ukraine. In achieving this goal, the report adopted the following tasks:

• Determine what telemedicine methods are used in modern healthcare and how they are registered in the electronic health care system
• Evaluate the resources used to implement and maintain telemedicine at the health facility level
• Identify expenditure categories and items related to telemedicine at the level of the health care institution
• Conduct an analysis of telemedicine costs at the level of a health care institution
• Analyze the employment categories of personnel involved in telemedicine, including full-time equivalent staff
• Identify interesting/noteworthy practices for organizing the provision of medical care by methods and means of telemedicine.
