Financial and Non-Financial Incentives Model for Health Workers in Colombia
This document proposes a Financial and Non-Financial Incentives (FINFI) model to improve the quality of life and performance of Colombian human resources for health (HRH). HRH are vital to the successful operation of the Colombian health system (SGSSS, as per its Spanish acronym) and the provision of comprehensive health services. As such, it is imperative to ensure their success in their roles. During Year 2, the Local Health System Sustainability Project (LHSS Colombia) conducted a study on health workers’ stress and fatigue, which indicated the need to create a scheme of incentives or benefits for HRH beyond those provided by the employment relationship. This document outlines the problems identified within the Colombian health system that precipitated the development of the FINFI model. The document also provides a description and analysis of the proposed FINFI model and recommendations to assist in the implementation of the model.
